Reporting offence?

I'm not sure if this is the right place to ask for this sort of advice so if anyone feels it better somewhere else please feel free to suggest!

I know someone who has multiple drink driving offences, driving whilst disqualified, driving with no insurance etc . , bottom line this person is an absolute danger on the road due to their addiction issues.

I have since seen this person has purchased yet another car, it is not taxed, does not have mot and obviously wont be insured as the person doesnt have a license. The car moves nearly everyday and I cant live with myself knowing they are driving past local schools more than likely under the influence.

My main question is if I was to report this to the police would they do anything without me having exact times and dates of the car being used? Or can I make a report to say that a known drink driver/disqualified driver is living at a certain address and using a car? I really need to do something to stop this. Thanks

You can report but they'd need evidence he has drove it.
The car can be clamped or seized due to no tax mot etc.

Call the police non emergency line to report what you’ve witnessed.

I have previously done this and told them roughly what time the person moved their bag (they did school drop off each day by car). The police arranged to wait at the end of the road at this time.

If you don’t have regular times they might arrange to drop by when they pass to see if they catch him in the act .
