To report builder/roofer?

Walking along the street today with my toddler in pram.. and this stone came whistling past me from above and landed next to me. I was a bit like huh?! Where the fuck has that come from? All windows on the street closed and nobody to be seen - so confused.

I carried on walking and as I turned the corner (within 5 feet of where I’d been stood scratching my head) I see some roofers working above. No scaffolding, nothing. I had somewhere to be ASAP and I wish I’d shouted up to them as it’s really pissed me off now. Something had obviously slid off the roof and god forbid it hit either me or my child from that height. Is there a way I can report this? Sounds daft but thinking back, something could’ve seriously gone wrong if I was merely a step or 2 ahead/behind and nobody said sorry or anything!

Do I report this to the council? Like, is there anything I can do or do I just have to leave it and wear a hard hat from now on 😬 😂

No sadly not, I was in a major rush and in hindsight I wish I had as I’d of happily missed my train in order to say something! It is near my house, so I guess when I’m back home next week I can see if they’re still there but I feel like even a word from myself won’t do much. They had no scaffolding or any sort of safety equipment around or near the house or on themselves, it seems like they don’t give a toss. As I looked back nobody was even looking down to see what had happened 🤷🏻‍♀️

Do you know who to? Aside from the cowboys themselves, is there a sort of regulator I go to, or the council or?? I’m just a bit unsure

I had workmen (sent by my vile NDN next door) in my garden without permission operating an industrial grinder! Clouds of concrete dust swirling towards my house. No safety equipment, warning notices, etc. Gave them 5 minutes to leave before I called the police. They were the kind of "workmen" you pay in cash so probably not too anxious to meet the cops. Beat a hasty retreat next door. Have all photos on video.

Report to your local Council health and safety enforcement or the construction body one.
It would have been better if you had some photographic evidence with their builders van in the photo.
