Please help with Royal Mail Click and Drop account, linking to Ebay

I'm a personal seller with a just a few items per month.

If I set up a Click and Drop account with Royal Mail, and integrate it to my Ebay account, will I be able to choose each time if I actually want to buy a label or not, or will it automatically do it?

I only want to use it for international postage, which doesn't happen all that often anyway. I still want to be able to post my UK parcels normally by going to the Post Office, as it suits me better (because I don't usually have access to a printer, and the Post Office is nearby and easy to get to).

I'm only setting up this Click and Drop account in the first place because I want to opt out of the Global Shipping Programme (because they charge high postage prices, which discourages buyers), and this seems like the only way I can continue to send parcels to EU countries at all.

I won't be able to just send EU parcels normally any more, as there's some new thing in Ebay where they have to declare taxes and it has to be done electronically. What a faff.

GSP is expensive for the buyer but I've found my overseas sales stayed the same when I opted into it.

And to answer your question, yes, you get to choose when you want to buy a label.

If you don't have a printer how will you print the click and drop labels?

I can occasionally get to a printer by asking someone in my block, but I don't want to be constantly bothering them so I'd rather keep my requests as infrequent as possible.
