Can I resuscitate my sourdough starter

My friend gave me some of her starter about 3 weeks ago. I was feeding it daily (didn't use it as never got round to it but keep meaning to!). Went away for the weekend 3 weeks ago and forgot about it. Its been in the cupboard just sat alone poor thing. Today noticed its got a really big layer of that weird clear/browny liquid so I drained that off and have fed it again in the hope of bringing it back to life. Is this possible? Should I chuck and start again? I promised it I would actually start making bread and recipes if it comes back to me! And how do I know if it is ok will it get those small bubbles in it?

Sorry it was about 5 weeks ago my friend gave it to me so 2 weeks of being well looked after then abandoned for 3 weeks.
