What does that tend to mean

Has used its services previously, perhaps more than once or over a prolonged period.

That they’ve had support from the services before. Why do you ask?

It means they have accessed or been referred to MH services extensively.

It's fairly unambiguous.

I suppose there is an undertone of 'for all the good it did' depending on who's saying it.

It's a nicer way of saying they've got a long history using those services.

Long complicated history, lots of interventions, possibly not all successful. Agree with @lughnasadh there can be a certain connotation associated with it sadly but not necessarily always.
