Can patients relatives/carers use the nhs hospital library?

It says you can online but no further details. I’d like to open an open Athens account and it said you can open one at the nhs library.

Not sure what an open Athens account is?
When my son has been in hospital as an inpatient and I have stayed with him [ 3 weeks at one time ] I could use the hospital library. Mind you I usually just bought the books as they normally have loads for sale at 20p each. But I did borrow books too with no problems. I just had to give info of the ward he was on.
