Is there such a thing/machine for doing this for loose skin on upper arms and thighs,.

Maybe radio frequency type of thing or is it all pie in the sky?

That is available but it’s a marginal result.

You would have HIFU treatment at a salon. You could try micro needling at home, people have had good results on loose tummy skin after babies for example.
