Any experience in killing grass

My mother will not maintain the lawn at the family home. This is because she's physically not able to. The problem is the grass gets too long and she is not able to cut the grass because a strimmer would be too heavy. She would love to maintain the lawn if she could be she can't. She won't get a gardener because she says it might upset my brother who lives at home because he is the man of the house. He will not maintain the lawn because he's too lazy. The grass hasn't been cut in years. My mother got me to pay for equipment like a lawn mower and strimmer but the man of the house that she likes to call him won't use them. He is unemployed and he is in a position to use them with so much free time. He just won't.

The grass gets so bad. It can easily grow to the length of the windows and its so hard for anyone to get in and that includes the postman and this year there will be an extra person calling to our door every week because of online grocery deliveries.

I want to kill the grass. How will I kill the grass? I did a search online. Horticultural vinegar was recommended. Does anyone have experience with gardening and killing grass. There is a stray cat that comes to visit and I don't want to hurt him or harm him with weed killer.
