Baby/toddler groups, local Facebook pages, play parks. I'm 25 and currently trying to make at least 1 mum friend, I've joined a group on Facebook and spoken to a few other mums in the area, it's a start at least.

Whereabouts do you live OP? When I first moved to London i didn’t know anyone and it was getting embarrassing at work never having any weekend plans.
I found an app called Meet up where people plan various activities and anyone is welcome to join. I found a lovely group of girls on there and 10 years later we’re the best of friends.

Children's activities, sport groups, evening classes (not possible now I know but choose your evening class well. Pottery and photography good for chat, life drawing and yoga not so much, MFL somewhere in the middle). But don't discount your workmates either, you'll find as you get older it becomes more common to have friendships with people of different ages.
