If you delete a video from the recycle bin on your phone, is it gone forever??

My ds spent ages creating a video. He had to make more space and accidently deleted the wrong video and then removed it from the recycle bin on his phone :-( he is gutted, he spent hours on it.

Is there anyway whatsoever of retrieving it?

He's done that but can't find it. There was a lot of videos so I've told him to look through them all again.
