Do the 2 ticks turn blue for the sender if you see the message on your Home Screen or only if you actually open the message?

Only if you open it. If it's a notification the ticks don't turn blue

I’ve opened a message just on notifications and the ticks have gone blue (I’ve been able to read the whole message) and when swiped on the message it says read at 13:00 (or whatever time it was read) but my last seen would still say 11:00 or whatever time I last physically opened WhatsApp. I tried it out for a friend

Sorry I meant when the sender then checked to see what time I’d read it so swiped it if that makes sense

Only when you open the message on WhatsApp.
I think there is a way to turn these off, you won't be able to know if people read yours either if you do this. It also won't show if you are 'online' either on WhatsApp.
You will have to go into the WhatsApp app to do this though so person who sent you the messages see you online!
