How can people STILL not know about the forms they need to enter the UK?

My flight is on stand already delayed 45 mins whilst loaders hunt for baggage to offload because most of the pax from Angola haven't booked a quarantine hotel.

How is it possible for so many people to still not know what they need to do or think they can wing it?

Sadly my job requires travel or I'd be at home in hiding.

My DH filled the form, did his test, it got lost, finally came back as positive with absolutely no way to link it to the passenger locator form- so no one on the plane actually ever found out. Called 119, called another number they gave that never answered. The system is an absolute farce.

Why, in that situation, were their bags allowed to be loaded on the first place?

I still can't believe the numbers arriving daily into Heathrow. It's mad.
