Harassment and psychological Abuse

Hi, I hope the wisdom and experience of MN can help.
I don't want to post much detail as I am trying to support a friend, and obviously it is not my story to tell so forgive me for the lack of information.
I was hoping that someone would know of a charity or organisation that could give some advice and support to a woman who is being harassed and stalked. It isn't an ex, and, I don't know if it makes any difference, but it is another woman.
She has been to the police who issued a PIN almost 3 years ago, but haven't been very supportive or helpful since then.

I feel out of my depth, and was wondering if anyone knew of any organisation that will advocate for her ?
