Shorts and white legs

I've never liked my legs, a few scars and very pale and always dread getting them out in the summer.

I'm looking for good recommendations for nice knee length shorts and half decent false tan or gradual moisturizer with colour. I'm mid 40s, I really struggle with what to wear in the summer. Much happier in jeans and boots!
