Why doesn't Duggee talk?

Its a theme.. like children always pretend play and talk to stuffed animal toys 🤷🏽‍♀️ and say the toys talked back to them too, something like that?

Just like all the "adults" in BING are stuffed toys

I asked my kids and they said dogs aren't as smart as other animals. Which I don't buy at all obviously.

Yes the squirrels understand him, there's an episode when he's reading a story by 'woofing' and they all say out loud what he's just said, translating! What animals is Roly meant to be?
