EBay - customs charges and VAT

I'm looking at a pair of shoes from an American eBay seller. VAT at 20% is added at checkout - would this mean I wouldn't get stung by customs fees and royal mail letters? Seriously confused.

In my experience, you will also get stung for Customs charges with VAT added.
Almost every time.

I have to reeeeally want something to buy from the US now...
