Are glitter cannons legal?

As in sending one to someone through the post anonymously.

No, I'm not going to do it IRL. However there is an ex of mine who is a complete asshole. And made my life an absolute misery for a good few years.
Having a bit of a Facebook trip down memory lane and I clicked on his profile. To find that he has a picture of himself outside his new house. With a plaque on the wall 'dickhead towers, nobhouse estate'. Nobhouse estate being the new exclusive housing estate that's popped up the other side of the city.

A glitter cannon would be an oh so satisfying addition to his new house. And because he's the sort of person who could start a fight in an empty room there are a lot of people he has pissed off in his time so he wouldnt get it was me either.
