Neighbour erecting very high trellis - should I complain?

We have a brick wall about 6.5 feet at the bottom of our garden which divides our house from the neighbours. Previous owner sold off the plot on which their house was built. They are currently erecting a huge trellis fence about 1 foot inside their boundary which is about 8.5 feet high. It is also bright blue!! It spoils the outlook from my lounge and is a real eyesore. Do you think this is acceptable or should I have a word with them about it? (We have never spoken so don't know them at all.)

I’m no expert, but I’ll just share this with you until someone more knowledgeable comes along.
We have just had a quote for some fencing and trellis. Apparently you need planning permission for anything over 2m, although it’s usually ok if both neighbours are in agreement.

I was told no planning needed for trellis as it is considered temporary.

Trellis or fence toppers have to comply to same rules as fences....it’s 2m maximum without permission or as PP said if both sides are happy with arrangement
