What does a guarantee against workmanship and materials mean?

A flat roof at my property was renewed in 2012. It has now badly deteriorated and is causing damp. I've dug out the paperwork (previous owner) and is says that there is a 10 year guarantee against workmanship and materials. One chap who came to have a look did say that he thought it was a bit of a cowboy job in the first place.

Can anyone shed any light on what that guarantee means?

Depends if the guarantee is transferable.

It appears to be. The guarantee is drafted "to whom it may concern"
