I think it might be looking back over its shoulder. (in the first photo you can see the head looking back towards the tail, but the other two photos show the back of it, so you can't see the head and it looks a bit odd)

They are meant to be lucky...there's a lot on the internet about where to put it in the house for the best sort of feng shui/luck if you like that sort of thing.

It’s a little dragon type thing carved from amethyst. Possibly an ornament or paperweight.

As I understand it, Fetish is also used to describe spiritual/animist/other religious practices - an ex used to describe (without any negative judgement) that his Dad's chicken farm had a separate shed were they bred pure white chickens 'for the Fetish Priests'.
