Are reports to DVLA confidential?

I know someone (early 30s ) who is driving around and she has glaucoma in both eyes.
She has lost most of her peripheral vision.
She's had ops on both eyes and told me in the post she shouldn't be driving.
Can't see anyone if they are walking next to her only in front.
Now I don't think it's safe she's still on the roads ?
If I contact DVLA will she be aware someone's reported her?
When she started having eye problems she wasn't driving at the time but since then it's affected her other eye too.
What do I do?
What would you do?
Would her eye doctor have already told DVLA about glaucoma?

If you are worried, don't give your name. Just state your concern and that there is medical evidence to prove it.

I'm shocked that her consultants at the hospital haven't informed the DVLA
Unless they told her she had to report it and she has ignored it.
