Is there such a thing as emergency response carers?

Hi all. I'm worried about my parents. I live abroad. Due to covid restrictions I haven't seen my parents, so its hard to evaluate how my dad is, but he has some signs of dementia and has got very immobile. My poor old mum has been minding him at home all alone since this time last year. Siblings nearby and do shopping and chat on doorstep but they can't bubble apparently.

He has nightmares and sometimes flails and lashes out at my mum while asleep. He is more confused at night and can't remember doing or saying things thr next day.
He gets up to go to the loo at night and sometimes falls. Last night my mum couldn't get him up again, as he is heavy and weak. She couldn't get hold of my siblings, and ended up getting the emergency services, although he wasn't hurt, she just couldn't get him up.

She doesn't want or need a home carer during the day as he is generally OK. She could afford it, but she/he really doesn't need an aide 99% of the time. But is there a call out service where she could call for a carer to come out for occasional sporadic emergencies like last night?
