Horrible histories related question

For some reason earlier we were talking about names for cats.
I remembered that on a HH episode someone went to visit their new neighbour who was quit eccentric. The neighbour had a cat called something like The Reverend Sir Someone Someone.
Who was the eccentric person (I think it started with him sitting behind a desk and then getting up to reveal that he wasn't wearing trousers)?
What was the cat called?

I think the cat was called The Vicar or something. Oh this is gonna annoy me now....

Ooh yes let's! There is a video on Youtube of Mathew Baynton being interviewed by Daisy May Cooper- apparently they are cousins! They both come across as so lovely. Also he is gorgeous.
