Child offenders

Somewhere I read there is a country that treats children who commit terrible crimes eg murder with compassion and love by everyone and they are not usually detained. Has anyone else heard of this? I'm just trying to remember where it is.

It may be linked to the age of criminal responsibility. There's an interesting article here en.m.wikipedia.org/wiki/Age_of_criminal_responsibility. The thing that I found most startling is the different age of criminal responsibility for boys and girls in Iran. Sad

No, I can't remember where it is. I remember they described how one child had killed another and the child remained in the same village/school and local people gave more attention and love to help the child who killed, even the mother of the child who had died. It was really moving and I saved it at the time but I can't find it now. I had a feeling it was one of the Scandinavian countries but I'm not sure
