To think I’ll never move house

I have been trying for a year to move house (mutual exchange with housing association) because my neighbour is making our life a living nightmare.
We were part of a multi swap but I have just found out they went ahead without us after I spent 6 months looking for properties for the other families.
There isn’t anyone who wants my property because of the road it’s on has a bad reputation so it’s often families in one bedroom flats that would accept it but there isn’t anyone who wants a one bedroom flat in a tower block either.
More of a rant than anything because I know nobody can do anything about it, but I just feel so depressed that I will have to continue living here being bullied by my neighbour until someone does want my house.
(Complaints haven’t worked so my only option is to move)
Any advice or positive exchange stories?

Are you prepared to drop the price to move? Then someone desperate enough or a landlord might chance buying it?

Did you miss the big where she said it’s a housing association property? I’m assuming you can do an exchange in the same way you can a council property.

The ones I've heard about that have worked well have been people needing to move to a specific area- eg their mum lives round the corner, they're moving from another town for work etc. Or a friend of a friend needing to move. But they can take a long time to find the right person. Just got to keep on looking.
And multi swaps are so tricky to make work for everyone.
