What sort of car seat does your 7 year old have?

Mine is still in his Joie stages seat, which he's had since he was about 18 months old. He's still well within the weight limit, but it's looking a bit small for him now.

Britax Discovery high back booster in one car, Britax Evolva 123 in high back booster mode in another, Britax Advansafix in hbb mode in grandparent’s car. It turns out I like Britax seats! They have isofix points, which means they stay put even without seatbelt on, which is incredibly useful when driving without child. But child is average height and very skinny so a long way from being too tall or heavy for a regular hbb. He looks “big” in it but the shoulder strap is exactly where it should be with room for headrest and shoulder strap to go up further if necessary.

DS1 now 8. Was in a booster at 7 as was 1m30cm (now at 8 is over the magic 1m35cm but still on booster as I’m happier with that). Surely it depends on height and weight?

I think height is actually more important than weight. You may need to check that

The Joie Stages seat only goes up to age 7 or 25kg. He's on the small size for his age, but it does look like it's getting too small as the shoulder strap keeps slipping down, and I can't adjust it any higher. Do other high back boosters go all the way up to age 12? Or do I need just a booster cushion seat?

Still on Joie Stages in dh's car- similar here as he's well within weight limit but on the highest setting for height so probably won't last much longer.
We've a Joie Trillo in my car which is a hbb that goes up to age 12 but doesn't fit properly in dh's car so need to look for another for that soon.

Be aware the harness in the Joie stages can only be used to 18kg. After that you have to use it as a high backed booster with adult belt. But it will only fit to around age 7, it's not a full sized booster.

DS1 is older now but he had a britax and a Cybex high backed booster at that age. They lasted him until he was about 10, he is tall.
