I think it's been translated from another language, or at least the guy who asked it has English as a third language, so I don't even think it makes sense but if anyone has any ideas please let me know and I will put them forward:

It rises from the ground, like wings it encompasses everything around it, like feathers everything around it is, what goes up must come down. What is it?

Water vapour would fit quite well - the hydrological cycle. Surface water evaporates, forms clouds around the earth, then falls as rain.

That seems a bit banal though.

Water - from a spring up to the surface, spreading everywhere, evaporating into a mist, forming clouds and falling as rain and sinking back into the ground.
