Phone has been hacked

To cut a long story short a stalker ex boyfriend has hacked friends phone and can now listen to phone calls, read text messages and control the phone. It has been reported to the police but they can’t prove it. Is there any way of proving it or something to check and remove the software?
The ex boyfriend can be heard talking and laughing in the background of phone calls and then informs her what he heard her talking about. He claims he has also hacked all of her phone contacts and several of her friends have also heard him in the background of their phone calls with other people. She is a domestic abuse victim and has no way of contacting family if she gets rid of the phone. He told her he will hack her again if she buys a new phone. I’m really worried for her (and that the sicko is watching my phone activity too) but she is 60 miles away so I can’t physically be there. Tia

She needs to restore it to factory settings and change all her passwords.

What phone does she have? I’m guessing android as I doubt an app like that could be easily installed on an iPhone

Her options are to buy a new phone, or to factory reset her current device.

I’m surprised the police say they can’t get involved when he’s admitted it to you

What does this guy do for work? I’m sceptical. Tell your friend to get a new phone, new SIM.

Also tell her to not use Wi-fi calling, just use normal phone calling.

Of course she has. Go into phone contacts, write down family numbers on paper, get new phone, get rid of hacked phone, contact family on new phone.
I know not everyone can afford to just get a new phone, but even just a cheap basic phone for now would surely be better than the current situation.
