Flat Lettings - Carpets question

Does anyone know the rules around letting flats and that they have to have carpets if they are let out now? Scotland specifically? I might be making that up so someone please put me right!

I'm on a 2nd floor with laminate in my living room (would love carpets!). Been here approx 10 years. Upstairs top floor has just been leased and I see they have laminate/wood in the living room. There's been a couple of different tenants over the years and it's always been really noisy. Someone mentioned that you can't have laminate now, does anyone know if this is correct? It's all private renting.
