What is local?

I’ve just tried to book a slot at a local visitor attraction and it is fully booked. Im in England so it is only open for ‘local’ visitors, however it is a huge place that can take hundreds of people a day (6 slots each with 400+ spaces ) even with social distancing etc.

As far as I know the government guidelines have been changed to mean that local is your ‘own town, village or part of city’. The attraction is in a village with less than 200 people...

Where are all the people coming from to fill these slots?
How far would be reasonable to travel in this case? Also the attraction takes your postcode when you book a slot so surely they know that people are travelling some distance to visit?

I've just been on the National Trust website to see how far away my nearest attraction is and it's 28 miles. So that's my local one.
