How do you apply for a provisional driving licence?

Been trying to get on DVLA website but for some reason I can't get on. 🤷‍♀️

I'm assuming you need to get photo signed on the back etc?

No passport but do have a Nat Insurance letter and birth certificate, is that acceptable ID?

DS just applied for his and photo didn't need to be signed (unless he's not read the instructions properly 🙈).

He did the initial application online, they then sent him a form and he had to stick the photo on and send it back. That might be because he didn't want to use his passport photo though.

I've heard there's quite a backlog at the moment at DVLA due to major staffing issues, so maybe also affecting the website?

My DS didn't need a photo as they used his photo from his passport.
It was really quick, from application to receiving his provisional was about 10 days and that was this month
