How should I arrange this bookcase?

Live in a flat, limited storage and things everywhere as I've no where to put them. I have a patch of wall under a sloping ceiling. Currently houses a few A4 folders and text books on the floor in the corner, a spare dining chair and a recycling box. The space is 150cm long and floor to ceiling is 76cm.

How would you arrange the shelves of a bookcase this size? I cannot find anything sensible (or cheap) enough to fit so will probably make it myself as it'll be hidden behind the dining table!

I need space for max. 10 A4 folders, family papers, a few mid-sized books, 2 laptops and 2 iPads, board games and jigsaws. Maybe stationery too if there's a neat way to do this (all the stationery and family things are on my 2nd shelf which DH is now claiming!).

Buy some graph paper and some highlighters. Do some paper cutouts of everything and arrange and rearrange to your heart's content. Not individual files obvs, but stacks of them.

For an option, have a look at Cube storage units at Ikea. I think they could work. They look lovely with the storage baskets in, and you can keep so much extra clutter in them.

We have a 2 high kallax, but it doesn't fit, it's a tiny bit too high. It can't be deeper than 30cm or it will block my plug socket.
