Rash/mark on toddlers foot

Any ideas what this might be? It's only on one foot. I've been moisturising but not sure it's getting any better. It's very hard to get a decent picture.

Have they been bitten or trodden on something? That looks a bit bruised in certain lights?

What’s the texture of the skin in the affected area?

Does she have a rash anywhere else?
Is it on both feet?

Could it be her shoe is rubbing? Sorry not great advice but first thing I though of

It's only one 1 foot.

It looks bruised/cut. But not had any blood in her socks or shoes? Very odd
