Stopping unnecessarily when others are passing. Why?

Have you noticed this? People walking in the opposite direction who just stop as you draw level and stand there solemnly until you've passed, as if you're a funeral procession or something.

I don't mean stepping sideways into a driveway/verge - some people stop even when we've stepped into the road, or when there's plenty of room. Today we passed a man on a footpath well over 3 metres wide, and we were nowhere near him! Yet he stopped and gawped at us till we'd gone past.

I'd like to think it was due to my dazzling good looks, but I was wearing men's tracksuit bottoms, I was covered in muddy paw prints and DH tried to cut my hair yesterday.

Passive aggressive. I just walk closer and talk more loudly to my companion.

But what are they objecting to? It's baffling. Today, there was literally nowhere else we could go (unless he thought we should jump in the river and swim round him).
