Yes its soil needs water to rehydrate

They are free biscuits. Try one with a nice cup of cocoa.

Usually those are an equivalent to soil you should just put them in water and they will expand and you then get a fork and break them up and use them to plant the bulbs in

They will dry out really fast so you’ll need to keep watering. If you have any compost about mix it in. Those pellets are fun to hydrate- but not as good as the real thing.
