Landlord being unfair

Hi, would really be grateful for some advice please.

Our Landlord wants us to sign an tenancy agreement for 15 months which basically says he can give us three months notice if he wants to sell. I’m not happy with this, but not sure what rights we have here. Don’t they now have to give 6 months notice?

What leverage do we have to negotiate?

Whatever the lease says doesn't trump government rules, and if it's six months it's six months. That will end March 31 2021 however, when it will revert to usually two months, but if your lease says three then that.

You have no leverage, but can only request that the notice period be extended (very unlikely). But it works both ways - if you wanted to move before the 15 months, if there's no break clause then you may be responsible for the rent until the end of the lease whether you are living there or not.
