Can anyone help me in recalling the name of this programme?

I think maybe 90s or 2000s and I recall it being similar to Prime Suspect.

It was about a female police woman who was tall and thin with short hair. She moves in with the police man she shares her first case with. She had a miscarriage and I think he ended up shooting someone in their flat. His brother is a criminal and it may have been him.

I can't remember what it was called. Even google not helping.
