Not sure about focusing. Secure means they’ve got it and working towards means they havnt .. yet!

Hi. There are lots of bullet points in each age group that the children should be able to do. We word it differently at my nursery but this is how I read it.
Focusing - they are entering the age group bullet points and are just starting to achieve them.
Working - they are making their way through the bullet points and are perhaps half way or further.
Secure - they have achieved all or mostly all of the bullet points.
Hope that makes sense or helps

I think focusing means they're just starting out doing it with help, working towards is doing it sometimes but not reliably and secure means they're really solidly there. So like potty training:
Focusing - you introduce potty and are leading the process
Working towards - starting to use potty with reminders, some independent use
Secure - reliably uses potty without help

They don't mean anything

They have been devised by the settings to split up the development matters age related bands. Every setting could have a different split
they also use different terminology including beginning emerging secure developing exceeding working etc etc

The new development matters- 2021 strongly discourages this
