Help identify this random item?

My dad has developed a slight addiction to a particular auction site during lockdown, he recieved a new delivery this afternoon which contained (along with other bits of tat) this random item.

We are all stumped on what it actually is, anyone help with what this?
Its like a spinning umbrella with these removable bits on the side

Some kind of display stand?
Jewellery stand? Could put earrings through the holes

Just looks like a jewellery display thing? Or is it enormous?

I would have said photo display if it weren't for the holes so could be for jewellery but doesn't seem hugely practical

Pretty sure ive seen similar in Accessorize for displaying earrings.

I didn't even think of jewelry to be honest, would make sense.
We did debate on a picture display but no way to attach them without just sticking them on.

DD2 has claimed its totally a whirly gig for her barbie house, which is a shame as I was hoping not to have it palmed off on my house!
