Who chases an ebay item that has gone AWOL?

Seller has proof of postage, do they chase it?

If the item fails to arrive and the estimated delivery date has passed, the buyer and seller do different things. The buyer opens a case for "item not received" and the seller provides a refund and, separately, the seller seeks compensation from the service that was supposed to deliver the item. The buyer simply opens the case and get the refund. What the seller does is nothing to do with the buyer.
