Scammers who use your money for delivery products

Why can't the banks etc get them when they have things delivered? Surely if they order something online, there's a link somewhere?

Does that happen? I don't think they have goods delivered to their home address.

One common scam is to have things delivered to the card holder's address and then go and collect the parcel "delivered to the wrong address" but more commonly they have things delivered where they can collect them officially. A friend had a Next account set up in his name but all the goods had been collected from store.
