PayPal help

Hi,
I'm trying to send money to someone and PayPal is not giving me the Friends and Family as an option, though it does when I try to test it on my e.g husband's business email. I'm so frustrated-can anyone shed any light? I can't get anywhere by Googling.

Can they send you a request instead?
Is there email registered for business use?

Thank you-I'm not sure if it registered for business. My husband's is but it still gives me the option?
