I think this is all being engineered. Boris will be next to go. They're avoiding the flak that'll come from Brexit next year.

I don't think 'somewhere' is good enoughh for Dom. After being such a key figure in no.10 (unlike many 'regular' advisors) he'd want something exciting / relevant. UKRI sounds like that, though I no nothing of their current people.
