It's a lump of chemically stunned/poisoned wasps nest moulded over someone's head to freak people out. It's a shitty shock video, of which there are millions on youtube. I'd suggest not following the link because it only gives them clicks, but if you must:

Wasp and bee larvae are quite gross looking, but they can't help it...
