Aren't electric scooters illegal unless on private property?

We have hoverboards (DS8 & 10) we started off with a detachable handle but to honest that only lasted 24 hours so wouldn't bother, they picked it up quickly without.

They are great fun although they hadn't been played with for a while until we bought the go kart attachments and that has reignited the enthusiasm again.

Hoverboards are legal to buy but can only be used on private property so they might be more limited a than scooters.

Electric scooters are also illegal to ride except on public property. Kids ride them in our local park though, and it's incredibly dangerous and antisocial.

Idiots around here ride them on the pavement and roads.

Bastard things are lethal.
