Can I force an update on an iPhone?

So, I want to download the NHS track and trace app but you need iOS 13+. My phone (iPhone 6) says I have iOS 12.4.8 and that my software is up to date. My DP's phone (an older iPhone) has had 2 updates since this. He is on EE and I am on Vodaphone.

Any ideas on what to do? I'm remarkably untechy these days.

I thought iPhone 6 couldn’t be upgraded any further, but it’s strange that your DH’s has upgraded.

Thanks Smelborp, it never occurred to me that that might be the case. I don't want to upgrade my phone, it does all I need it to oldie but I need the T&T app for work. A dilemma!
