How do recruiters work?

Today I received a call from a recruiter. I've sent all of my paperwork hoping that I'll get to interview stage. My only other experience that got to this stage was just radio silence. I always thought that for the most part it was a done thing to get to interview stage? (The only other time I've been approach I actually got a job offer but it was in-house recruitment).

You may or may not get an interview, assuming you mean a Recruitment agency. If it's an internal recruiter, then you should be a very close match, and probably get an interview.
