Where can you (or even can you) report a car parked on double yellow lines?

One of the idiots in my road constantly parks on double yellows - and at the mouth of a junction too. Our road is also a bus route so the bus struggles to get out the junction with this idiots car parked there. If he was a nice person and it was a one off, I wouldn't care but it's every day and he's an arsehole.

Can I report the parking somewhere? I tried googling for the answer but couldn't find anything.

You could do what I did when someone parked over our drive for 8 hours.
Put a note on:

"Please note: You are parked over a dropped curve. The police have been informed and the recovery truck will be removing it shortly."

Shortly was actually the next morning, they told me they couldn't get one there before now. I'm told by the workmen working on the road the chap leapt in the car and drove off at speed looking rather alarmed.
I told the police when they called to ask if it had gone, and they thought it was funny.
