Form to fill out when returning from a country requiring quarantine

DM has been in France for two weeks staying with her sister. She knows she has to quarantine when she gets back.

I looked on the government website and it says that she also has to fill out a form online. Has anyone done this? I told her and she panicked because she has to do it online.
Could I do it for her from here?
Does anyone has any experience of this?

They were being checked at border control when I left France so she would need a hard copy or a copy on her phone.

Came back from Italy to stansted last week and mine was checked. I had to show it on my phone. People who had not filled it in were being sent away from passport control to do so. You can only fill it in within 48 hours of returning/coming to the UK. It's called the passenger locator form

I had to fill in a form. I think when I went through the electronic passport gate it knew, as some were stopped and had to join a (long) queue.
