Confused at new local restrictions

So in the North East from tonight there is no mixing of households unless in a bubble.
Does this include if you are from the North east but want to stay overnight in a household which is not in the North East?

No, you can't according to The Chronicle

Latest government restrictions..

Current guidance in several areas of the North East advises residents not to mix with people outside their household or bubble in indoor settings, including pubs and restaurants.

In response to high and increasing infection rates, this guidance will now be enforceable by law and subject to fines from 00:01 Wednesday 30th September . The rules will apply to seven areas: Durham, Gateshead, Newcastle, North Tyneside, South Tyneside, Northumberland and Sunderland.

This still does not make it clear that if you live in one of the above restricted areas are you still allowed to stay with somebody overnight in an area which is not one of the above. Eg can somebody from Northumberland still leave the area and stay with somebody in London?
Or does the phrase " not to mix with people outside their household" cover that scenario?

If you could mix outside the area then it would/should say "not to mix with people outside their household unless with another household who are not subject to such restrictions". I think it's fairly clear you can't but appreciate people will read it differently.
